Bodø: Small Town Mobility Management Simplified

Regulation at ease with less resources

With 50,000 residents and 800 shared e-scooters, Bodø adopted minimal regulation for mobility management. In a one-hour training session, city officials set up zones and rules, keeping it simple. With low population density and modest scooter numbers, few issues have arisen—ensuring flexibility for operators and a good overview for city officials. The city administration leveraged digital regulation effectively, allowing quick adjustments if needed. This led to smooth collaboration with operators, who value flexibility but understand that changes can be made easily.

In the first 6 months, only minor tweaks were made to the 16 zones, including no-go zones for graveyards, parking restrictions in parks, and slow zones in the shopping street. The city capped scooters only in the central area, allowing more in outlying neighbourhoods to improve mobility. Thereby the university campus at Mørkved, 10 kms from the centre, is also better served. 

This approach allowed Bodø to regulate mobility with minimal effort, freeing resources for other priorities. Officials gained insights on scooter usage, including trips per vehicle, daily usage, and popular routes, enabling data-driven decisions.
